RPDAC recommends appointment of displaced in SER, RSP


Rourkela: The 5th Rehabilitation and Periphery Development Advisory Committees (RPDAC) meeting of Sundargarh district was held today at Rourkela Development Authority (RDA) conference hall here under the chairmanship of Dr. Alekh Chandra Padhiary, Revenue Divisional Commissioner (RDC- Northern Division) in the presence of officials of the Rourkela Steel Plant (RSP) and Sundargarh district.

The meeting had a major discussion on RSP and Mandira Dam projects having eight-charted points such as periphery development by RSP including policy for utilization of periphery development fund, Issues pertaining to rehabilitation of displaced persons (employment, relaxation of probation period, forged cases of employment in RSP, rehabilitation of displaced persons other than employment), issues relating to Mandira Dam Project (MDP) and land affected due to sand cast in water logged area, left-out acquired khatas related to MDP and RSP, enhancement of scholarship, regularization of reclamation land and other related land, Bondamunda marshalling yard at Barkani and Udutum villages etc.

Briefing newsmen after the meeting at Circuit House here, Sundargarh Collector Rupa Roshan Sahu, in the presence of RDC and other officials, said that regarding periphery development by RSP, the Steel Authority of India (SAIL) cannot plan and execute projects under CSR activities without the approval of RPDAC.

Regarding the rehabilitation of displaced persons in RSP for employment, she said an affidavit before the Supreme Court was filed earlier showing 4557 persons employed in LDP (Local Displaced Person) category.

“As it was not clear whether all such employees belong to LDP category, a fresh survey has been conducted and on the basis of the survey, 146 sponsored candidates out of 2211 will get employment in RSP in three months as directed by the district administration with proper documentation along with enumeration list consisting 1098 filed in above case after due permission received from the Court”, she added.

Regarding allotment of reclamation land to displaced persons, the Collector said an area of 171.50 acres has been surrendered by the RSP in RTU No.-27, Mouza Jhirpani for the purpose of re-settlement colony for displaced persons. For Bondamunda marshalling yard, the land measuring 777.18 acres of village Barkani and Udutum was acquired for the purpose of establishment of RSP and subsequently the same land has been handed over to South Eastern Railway (SER) for construction of a marshalling yard. Against acquired khatas of above two villages, employment was provided till 1993.

“The RPDAC has recommended the district administration to finalise the documentation of the displaced of these villages in these three months of time and in providing the employment to the actual deprived displaced beneficiaries in SER”, Sahu informed.

Among others, MLA Rourkela Sarada Prasad Nayak, SP Rourkela Amitendra Nath Sinha, Sub-Collector Panposh Shyam Bhakt Mishra, ADM Rourkela Rabindranath Mishra, Chairperson, Rourkela Municipality Rashmibala Mishra, ED, RSP Dipankar Basu, GM (MS) Narayan Pati, GM (CSR & TS) P K Pradhan, president of the Displaced Committee Khara Khujur and DIPRO, Rourkela Ajay Jena were present at the meeting.
