Bhadrak RKSY violation: NHRC seeks report from CS within 4 weeks

Bhubaneswar: The National Human Rights Commission (NHRC) has issued notice to Chief Secretary (CS) over the inaction of the State administration in ensuring basic human rights and not following the applicable laws so far while executing Reba-Kapali Sanskar Yojana (RKSY) in Bhadrak district and sought the report within four weeks.

The NHRC passed this order while acting on a petition filed by two freedom fighters namely Bhadrak District Freedom Fighters’ Association president Ramahari Goswami and secretary Shyam Sunder Behera.

They have raised the basic human rights issue involved in the RKSY project since it has been executed without following the provisions of Land Acquisition Act and the Orissa Rehabilitation and Resettlement Policy. Besides lakhs of trees are being cut down and uprooted by the executing agencies flouting the environmental laws.

Protesting the violations Radhakanta Tripathy, a social activist has been continuing his non-violent protest against the violation of human rights and environmental laws in the form of ‘Nadi-Nala Satyagraha’ here since last few days. However, the district administration and the executing agencies don’t pay any heed to the issues raised by him. Both the freedom fighters too brought this matter to the notice of the NHRC.

They had further stated that “We as freedom fighters also joined "Nadi-Nala Satyagraha" led by Radhakanta and brought to the notice of the State administration about violations, but to no avail. We being humane and believe in a society where only rule of law prevails, regret and condemn the adamant attitude of the government machinery and sincerely request this apex watch dog of human rights to protect the basic rights of  all the victims of these projects.”

Both the petitioners met Satyabrata Pal, member, NHRC and urged him to consider the petition and ensure compensation as per Land Acquisition Act and resettlement benefits to all the victims after sincerely identifying all of them through a proper socio-economic survey, so that not a single victim shall remain in lurch.
