BGJY scheme remains non-starter for 2 years


Rourkela: The rural electrification drive under Biju Gram Jyoti Yojna (BGJY) in Sundargarh district has remained non-starter for the financial year 2010-11 and 2011-12. Launched in 2007, the BGJY for 2009-10 is nearing completion while the scheme for 2007-08, and 2008-09 are completed.

“Though some projects for 2009-10 are still pending, we have not started our work for the next financial year,” informed Abhimanyu Behera, District Development Officer and Project Administrator, ITDA (Integrated Tribal Development Agency), Sundargarh.

He added that Rs. 24 crore has been allotted for the BGJY in Sundargarh District for the Fiscal 2010-11 and 2011-12 and the remaining works for 2009-10.

In 2007-08, 215 beneficiaries have been provided with electricity under the scheme at a cost of Rs. 8.5 crore while houses of 198 beneficiaries have got electricity in 2008-09. Similarly, for the year 2009-10, 93 households have got electricity connection at a cost of Rs. 2 crore.

The scheme has three components- village/ habitation electrification, Kutir Jyoti (BPL household) connections and energizing of Lift Irrigation (LI) points.

The maximum ceiling for cost of electrifying a village/ habitation is Rs. 3.5 lakh while Rs. 1.5 lakh is earmarked for up-gradation of capacity of distribution system. Rs. 2000 is earmarked for BPL household (Per household) connection.

Sources said rural electrification works- village electrification, individual households electrification, System Improvement Works, Energizing of Pump sets under “Biju Gram Jyoti” Scheme- in Sundargarh district has been divided into three parts. Three Electrical Divisions have been tasked to electrify villager under their respective jurisdictions.

Sundargarh division are supposed to electrify Hemgiri, Tangarpali, Lephripada, Sundargarh Sadar, Subdega and Balisankara while Rajgangpur division are executing works in Bargaon, Kutra, Rajgangpur, Kuarmunda, Nuagaon and Lathikata. Similarly, blocks like Bisra, Lahunipara, Gurundia, Bonai, Koira, Lathikata are under Rourkela subdivision.

Energy Minister Arun Sahu has recently reviewed the implementation of the scheme and directed the officials to take up necessary steps for completion of work.

Notably, altogether 10,000 habitations in the state have been earmarked for the 11th five year plan with allocation of Rs. 314 crore in the first phase.
