Staff crunch affecting functioning of RIC

Rourkela: Severe staff crunch has affected the working of the Regional Industries Centre (RIC), Rourkela which has a large number of industrial hubs under its jurisdiction.

According to reports, all three sanctioned posts of Functional Managers are vacant while one of three posts of Assistant Managers is also lying vacant. Besides, two of the eight posts of Industrial Promotion Officers (IPOs) and one post each of senior and junior clerks are also lying vacant.

Three of the IPOs posted at block headquarters of Lathikata, Bisra, Koira, Bonai and Kuarmunda are holding additional charges for blocks where the posts of IPOs are vacant.

The RIC at Rourkela plays a vital role in the industrial development of Odisha because of its role as a co-ordinator between the Government departments and industries. Though there has been an increase in the number of industries under RIC, Rourkela, some industries have closed down or forced to close down for one reason or the other.

As per General Manager, RIC, Rourkela, S K Hota, “Our hands are tied when it comes to closure or forced closure of the industries. Our role in this regard is limited”. Due to the faulty policy of Government, particularly in electricity unit rate, around 40 induction furnaces in the district are partially closed. Apart from this, due to non-availability of raw materials, dozens of small sponge iron units are closed. Hota said RIC is silent on the issue because they do not have power to solve the electricity problem or raw-material availability problem.

Consequent to the implementation of MSMED Act-2006, 13 units have been categorized under large and mega industries. Reports on employees in managerial, skilled and unskilled categories as positioned in different large scale industries like Rourkela Steel Plant, Rourkela, with a total of 18238 of which 16165 are from inside the State and 2073 from outside the State. While Hindustan Acqua Ltd., Industrial Estate, Kalunga, has a total of 58, of which 54 are from inside the State and four from outside. There are several such industries where people from outside the State are employed in more numbers than those from within the State, due to which there is an acute unemployment problem in Bonai and Panposh Sub-divisions of Sundargarh district though there are many industries in these two Sub-division.

District Industries Centre (DIC), Rourkela came into operation with effect from 1 October 1983 with Panposh and Bonai Sub-Divisions, consisting of two Municipalities such as Rourkela and Biramitrapur and eight blocks such as Kuarmunda, Nuagaon, Bisra, Lathikata, Lahunipara, Bonai, Gurundia and Koira under its operational jurisdiction. It was upgraded to Regional Industries Centre (RIC) with effect from 1 May 2011 to enable more industries to function smoothly in Sundargarh district, particularly in the above two sub-divisions.
